tbe practices of ministries and ministerial agencies as the Government bodies. There are

three main areas of practices: performing functions and tasks; hrmulation and promulgation

of legal normative documents; development and improvement ofthe contingent of civil

servants and pubhc employees. Therefore, it is necessary to develop a system of dear and

coherent criteria with quantitative indicators and appropriate methods for evaluation and

quahty assurance to enhance effectiveness and quahty of the practices of ministries and

ministerial agencies.
