Over past time, many strikes have occurred in our country.

Especially, their scale and level tended to increase with more serious

spillover effects. It can be seen thai purposes and characteristics of all

strikes Ijasically relate to beneficial relationships t>etween employers

and employees such as: wages and salaries, working time, working

conditions, health care services, leave policy...

In the time to come, it is required to adopt effective measures to

ensure all strike take place in accordance with legal procedures and

regulations, to adequately resolve contradictions tjetween employers

and employees to guarantee jobs and income for workers as weil as

to stabilize production and business activities as follows: to complete

State policy and legal system on lat>our, insurance and trade union; to

minimize factors which can lead to strikes; to establish powerful

Communist party and trade union organizations in private and foreign

Invested enterprises; the central Government and local government

should actively coordinate with enterprise community in caring tjoth

spiritual and material lives for workers.
