Over recent years, attracttng FDI into agricultural sector and rural

areas has obtained certain achievements, initially sitting structure of

agricultural economy, creating more job opportunities, improving living

standards for farmers... However, FDI projects into agricultural sector

tended to decrease and appeared to be lett out in the race for FDI

attraction. The situation can be attributed to following reasons: Vietnam

do not have strategy for FDI attracting and utilizing for agricultural and

rural development; existing infrastructure and labour skills in rural areas

are not good enough to attract foreign investors; administrative formal￾ities are still cumbersome and relevant policies are not truly favorable

for investors, especially foreign investors; investors are still at high risk

in making investments info agricultural sector and rural areas...

Dealing downward trend in FDI attracting into agricultural sector, it

is required to early implement the following measures: to keep on

improving investment environment; to formulate strategy on FDI attrac￾tion and utilization in agricultural sector; to accelerate the pace of

administrative reform, particularly those related to investment...
