Unemployment is an economic-social phenomenon in the market econ￾omy. Therefore, unemployment insurance is not only observed as one of

important policies of individual countries but also put into consideration

and adjusted in international level.

In Vietnam, numerous issues related to unemployment insurance are

clearly stipulated in Chapter V of Law on Social Insurance. Unemployment

insurance implies a supporting measure for laborers in the market econo￾my, but not simply a passive measure in terms of addressing conse￾quences of unemployment. In fact, it is required to see unemployment

insurance as a policy of an active labor market in terms of easing burden

for state as well as enterprise's budgets in accordance with the world pop￾ular tendency.

It can be said that, the promulgation and implementation of unemploy￾ment insurance policy is a remarkable progress in Vietnam's policy towards

improving living life of laborers in particular and all its people in general,

contributing to further perfection and sustainability of Vietnam's social

security system.
