Abstract: To measure the level of market concentration in a given market, the HHI

index, C4 index, or Rosenbluth index are often be used. Among them, the HHI index

(usually referred to as Herfindahl Index or Herfindahl - Hirschman Index) is the most

common. However, in Vietnam, literature about this topic is still limited. The purposes

of this article are, firstly, to provide readers with an overview of the HHI index, analysis

of calculation formulas, advantages and drawbacks of this measure; secondly, to

introduce the relevant regulations with respect to this index in the United States and the

European Union (EU); thirdly, to present and assess the application of HHI index to

market concentration under Vietnamese laws; and finally, to propose .some suggestions

to improve Vietnamese legislations regarding the HHI index in the evaluation of

economic concentration.
